Esther Carter is Chief Strategy Officer at PackUK, the Scheme Administrator for packaging Extended Producer Responsibility (EPR) on behalf of the 4 UK nations. In this role, she leads teams responsible for EPR development, including the Recyclability Assessment Methodology, driving Local Authority performance, EPR modelling and overseeing stakeholder Communications & Engagement.
Esther has expertise in driving systems change across the packaging, recycling, and consumer goods sectors. Prior to joining PackUK, she served as Global Director at Delterra, leading their “Rethinking Recycling” program in Latin America and South East Asia. In this role, she collaborated with many of the brands and businesses at the heart of EPR reform to deliver practical solutions that make circularity a reality. She has also had leadership roles at McKinsey & Company and in retail, including at Tesco and with P&G.
